1 1 Section 1. Section 476.20, Code 2001, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 6. A utility shall waive any late charge
1 4 or penalty on gas or electric utility bills covering service
1 5 provided during the period from November 1 through March 31.
1 6 Sec. 2. IMPLEMENTATION OF ACT. Section 25B.2, subsection
1 7 3, shall not apply to this Act.
1 8 Sec. 3. EFFECTIVE DATE. This Act, being deemed of
1 9 immediate importance, takes effect upon enactment.
1 10 EXPLANATION
1 11 This bill amends Code section 476.20, regarding limits on
1 12 disconnection of services by public utilities. The bill
1 13 requires utilities to waive late charges or penalties on gas
1 14 or electric utility bills covering service provided during the
1 15 period from November 1 through March 31.
1 16 The bill is effective immediately.
1 17 The bill may include a state mandate as defined in Code
1 18 section 25B.3. The bill makes inapplicable Code section
1 19 25B.2, subsection 3, which would relieve a political
1 20 subdivision from complying with a state mandate if funding for
1 21 the cost of the state mandate is not provided or specified.
1 22 Therefore, political subdivisions are required to comply with
1 23 any state mandate included in the bill.
