  1  1    Section 1.  Section 15.329, subsection 2, paragraph b, Code
  1  2 2001, is amended to read as follows:
  1  3    b.  Produce or manufacture high value-added goods or
  1  4 services or be in one of the following industries: identified
  1  5 as part of a targeted industry cluster group designated by the
  1  6 department.
  1  7    (1)  Value-added agricultural products.
  1  8    (2)  Insurance and financial services.
  1  9    (3)  Plastics.
  1 10    (4)  Metals.
  1 11    (5)  Printing paper or packaging products.
  1 12    (6)  Drugs and pharmaceuticals.
  1 13    (7)  Software development.
  1 14    (8)  Instruments and measuring devices and medical
  1 15 instruments.
  1 16    (9)  Recycling and waste management.
  1 17    (10)  Telecommunications.
  1 18    Retail business shall not be eligible for benefits under
  1 19 this part.  
  1 20                           EXPLANATION
  1 21    This bill eliminates the list of specific targeted
  1 22 industries under the new jobs and income program and, instead,
  1 23 provides that the department shall designate targeted industry
  1 24 cluster groups under the program.
