  1  4 AMENDING THE STRATEGIC PLANNING DUTIES OF THE IOWA ECONOMIC
  1  5    DEVELOPMENT BOARD.  
  1  6 
  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  Section 15.104, subsections 1, 2, 3, and 8,
  1 10 Code 2001, are amended to read as follows:
  1 11    1.  Develop and coordinate the implementation of a twenty-
  1 12 year comprehensive economic development plan of specific
  1 13 goals, objectives, and policies for the state.  This plan
  1 14 shall be updated annually and revised as necessary.  All other
  1 15 state agencies involved in economic development activities
  1 16 shall annually submit to the board for its review and
  1 17 potential inclusion in the plan their goals, objectives, and
  1 18 policies.
  1 19    2.  Prepare a five-year three-year comprehensive strategic
  1 20 plan of specific goals, objectives, and policies for state
  1 21 economic growth to implement the specific comprehensive goals,
  1 22 objectives, and policies of the state.  All other state
  1 23 agencies involved in economic development activities shall
  1 24 annually submit to the board for its review and potential
  1 25 inclusion in the strategic plan their specific strategic plans
  1 26 and programs.  The five-year three-year strategic plan for
  1 27 state economic growth shall be updated annually.
  1 28    3.  Develop a method of evaluation of the attainment of
  1 29 goals and objectives from pursuing the policies of the five-
  1 30 year and twenty-year plans three-year plan.
  1 31    8.  Review grants or contracts awarded by the department,
  1 32 with respect to the department's adherence to the guidelines
  1 33 and procedures and the impact on the five-year three-year
  1 34 strategic plan for economic growth.
  1 35    Sec. 2.  Section 15.106, subsection 8, Code 2001, is
  2  1 amended to read as follows:
  2  2    8.  Seek to implement the plans comprehensive strategic
  2  3 plan approved by the board under section 15.104, subsections 1
  2  4 and subsection 2.
