  1  1    Section 1.  Section 53.2, unnumbered paragraph 6, Code
  1  2 2001, is amended to read as follows:
  1  3    If an application for an absentee ballot is received from
  1  4 an eligible elector who is not a registered voter the
  1  5 commissioner shall send a registration form under section
  1  6 48A.8 and an absentee ballot to the eligible elector.  If the
  1  7 application is received so late that it is unlikely that the
  1  8 registration form can be returned in time to be effective on
  1  9 election day, the The commissioner shall enclose with the
  1 10 absentee ballot registration form a notice to that effect,
  1 11 informing the voter elector of the registration time limits in
  1 12 section 48A.9 and informing the elector that only a registered
  1 13 voter may request an absentee ballot.  The commissioner shall
  1 14 record on the elector's application that the elector is not
  1 15 currently registered to vote.  If the registration form is
  1 16 properly returned by the time provided by section 48A.9, the
  1 17 commissioner shall record on the elector's application the
  1 18 date of receipt of the registration form and enter a notation
  1 19 of the registration on the registration records.  
  1 20                           EXPLANATION
  1 21    Current law provides that if an eligible elector who is not
  1 22 registered to vote applies for an absentee ballot, the county
  1 23 commissioner of elections is required to send a voter
  1 24 registration form with the absentee ballot.
  1 25    This bill provides that if an eligible elector who is not
  1 26 registered to vote applies for an absentee ballot, the county
  1 27 commissioner of elections is required to send the elector a
  1 28 voter registration form and a notice informing the elector of
  1 29 the registration deadlines and informing the elector that only
  1 30 a registered voter may request an absentee ballot.
