1 1 Section 1. Section 321.34, Code 2001, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 23. UNITED STATES ARMED FORCES COMBAT
1 4 SPECIAL PLATES. An owner referred to in subsection 12 who is
1 5 a veteran of the United States armed forces and served in
1 6 combat may, upon written application to the department and
1 7 presentation of satisfactory proof of service in combat, order
1 8 special registration plates with a United States armed forces
1 9 combat processed emblem. The emblem shall be designed by the
1 10 department in cooperation with the adjutant general and shall
1 11 signify that the owner served in combat. The application is
1 12 subject to approval by the department, in consultation with
1 13 the adjutant general. The special plates shall be issued at
1 14 no charge and are subject to an annual registration fee of
1 15 fifteen dollars. The county treasurer shall validate the
1 16 special plates in the same manner as regular registration
1 17 plates are validated under this section.
1 18 The surviving spouse of a person who was issued special
1 19 plates under this subsection may continue to use or apply for
1 20 and use the special plates subject to registration of the
1 21 special plates in the surviving spouse's name and upon payment
1 22 of the annual registration fee. If the surviving spouse
1 23 remarries, the surviving spouse shall return the special
1 24 plates to the department and the department shall issue
1 25 regular registration plates to the surviving spouse.
1 26 EXPLANATION
1 27 This bill authorizes the state department of transportation
1 28 to issue United States armed forces combat special
1 29 registration plates to persons who are veterans of the United
1 30 States armed forces and served in combat. The plates shall
1 31 display a United States armed forces combat processed emblem,
1 32 designed by the department in cooperation with the adjutant
1 33 general, and shall be issued at no charge, subject to an
1 34 annual $15 registration fee. The surviving spouse of a person
1 35 who was issued the special plates may continue to use or apply
2 1 for and use the special plates, unless the spouse has
2 2 remarried. The surviving spouse must register the plates in
2 3 the surviving spouse's name and pay the annual registration
2 4 fee.
