  1  1    Section 1.  Section 321.34, Code 2001, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  12A.  A person who applies for any type of
  1  4 special registration plates associated with service in the
  1  5 United States armed forces shall be given a credit toward the
  1  6 amount of the initial issuance fee for the special
  1  7 registration plates in the amount of the special registration
  1  8 plates issuance fee provided for in subsection 12, paragraph
  1  9 "a", if all of the following conditions are met:
  1 10    a.  The person is eligible for, but has relinquished to the
  1 11 department or has not been issued, congressional medal of
  1 12 honor, ex-prisoner of war, or legion of merit special
  1 13 registration plates under this section, or disabled veteran
  1 14 registration plates under section 321.105.
  1 15    b.  The person provides the appropriate information
  1 16 regarding the person's eligibility for any of the special
  1 17 registration plates described in paragraph "a", and regarding
  1 18 the person's eligibility for the special registration plates
  1 19 for which the person has applied, as required by the
  1 20 department.
  1 21    This subsection does not exempt a person from paying any
  1 22 applicable annual registration fees or validation fees
  1 23 associated with special registration plates.
  1 24    Sec. 2.  Section 321.105, unnumbered paragraph 5, Code
  1 25 2001, is amended to read as follows:
  1 26    Seriously disabled veterans who have been provided with an
  1 27 automobile or other vehicle by the United States government
  1 28 under the provisions of sections 1901 to 1903, Title 38 of the
  1 29 United States Code, 38 U.S.C. } 1901 et seq. (1970), shall be
  1 30 exempt from payment of any automobile registration fee
  1 31 provided in this chapter, and shall be provided, without fee,
  1 32 with a registration plate.  The disabled veteran, to be able
  1 33 to claim the above benefit, must be a resident of the state of
  1 34 Iowa.  The disabled veteran may obtain a special or
  1 35 personalized plate under section 321.34 by paying the
  2  1 difference between the fee for a regular registration plate
  2  2 and the fee for the special or personalized registration
  2  3 plate.  
  2  4                           EXPLANATION
  2  5    This bill creates a new subsection in Code section 321.34
  2  6 that provides a credit toward the initial issuance fee for
  2  7 armed forces special motor vehicle registration plates in the
  2  8 amount of the general special registration plates initial
  2  9 issuance fee (currently $25) for persons eligible for
  2 10 congressional medal of honor, ex-prisoner of war, or legion of
  2 11 merit special registration plates or for disabled veteran
  2 12 registration plates.  A person wishing to receive the credit
  2 13 must not currently possess congressional medal of honor, ex-
  2 14 prisoner of war, legion of merit, or disabled veteran special
  2 15 registration plates, must provide the appropriate eligibility
  2 16 information, and must pay all applicable annual registration
  2 17 fees and validation fees.
  2 18    The bill also deletes a provision added in 2000 which
  2 19 allowed a disabled veteran who is eligible for a disabled
  2 20 veteran registration plate a credit toward the fee for a
  2 21 special or personalized registration plate in the amount of
  2 22 the fee for a regular registration plate.
