1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY GREIMANN
1 3 A Concurrent Resolution encouraging the implementation
1 4 and support of asset development programs.
1 5 WHEREAS, research shows that effective schools,
1 6 families, congregations, and communities can
1 7 contribute to the positive development of youth; and
1 8 WHEREAS, from September 1989 to today, over 600,000
1 9 adolescents in over 1,000 communities in 33 states
1 10 have participated in a study that asked kids to list
1 11 the different supports in their lives; and
1 12 WHEREAS, after analyzing the study data, it was
1 13 discovered that the difference between troubled teens
1 14 and those leading healthy, productive, positive lives
1 15 was strongly affected by the presence of what is
1 16 labeled "developmental assets"; and
1 17 WHEREAS, these assets are cumulative, meaning that
1 18 the more a young person has, the better; and
1 19 WHEREAS, 40 of these assets were identified, with
1 20 20 existing in the teen's environment and 20 belonging
1 21 in the head and heart of every child; and
1 22 WHEREAS, research shows that the more assets a teen
1 23 has, the less likely the teen is to use drugs and
1 24 alcohol, be sexually active, depressed, or to have
1 25 suicidal thoughts, to fail in school, and to exhibit
1 26 antisocial or violent behavior; and
1 27 WHEREAS, research shows that the more assets a teen
1 28 has the more likely they are to succeed in school and
1 29 to exhibit empathic and caring behaviors; NOW
1 30 THEREFORE,
2 1 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 2 SENATE CONCURRING, That the Iowa General Assembly
2 3 encourages each neighborhood, congregation, community,
2 4 school district, and state agency to review the
2 5 research in order to initiate and sustain programs
2 6 that build the 40 assets in Iowa's children and teens.
