1 1 HOUSE CONCURRENT RESOLUTION NO.__
1 2 By TYRRELL
1 3 A House Concurrent Resolution requesting the
1 4 legislative council to establish an interim study
1 5 committee to study the feasibility of merging
1 6 counties in the state
1 7 WHEREAS, the declining populations of a significant
1 8 number of counties is creating a increasing financial
1 9 burden on taxpayers in those counties; and
1 10 WHEREAS, counties were originally organized to
1 11 provide government services conveniently to more
1 12 populated rural constituencies with slower, less
1 13 efficient means of communication and transportation;
1 14 and
1 15 WHEREAS, a comprehensive study of services provided
1 16 by county governments in this state has not been
1 17 undertaken in recent years; NOW THEREFORE,
1 18 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 19 SENATE CONCURRING, That the legislative council is
1 20 requested to establish an interim committee to study
1 21 the feasibility of merging counties in this state to
1 22 provide convenient county governmental services with
1 23 increased efficiencies and at lower costs.
1 24 BE IT FURTHER RESOLVED, That to the extent
1 25 possible, the legislative council shall appoint
1 26 members of the House and Senate standing committees on
1 27 local government, judiciary, transportation, and human
1 28 services to the interim committee. The membership of
1 29 the interim committee should also include
1 30 representation from the Iowa state association of
2 1 counties, the league of Iowa cities, councils of
2 2 governments, and metropolitan or regional planning
2 3 commissions
