1 1 HOUSE CONCURRENT RESOLUTION NO. ___
1 2 BY MAY, BRAUNS, HOUSER, and HUSER
1 3 A Concurrent Resolution requesting the establishment
1 4 of a committee to study and make recommendations
1 5 concerning issues related to hazardous material
1 6 cleanup.
1 7 WHEREAS, hazardous material cleanup is a service
1 8 local fire departments and hazardous material crews
1 9 provide in the case of hazardous material spills; and
1 10 WHEREAS, hazardous material cleanup and training
1 11 are services provided to residents and commercial
1 12 services by publicly funded agencies and local
1 13 governments; and
1 14 WHEREAS, commercial services and their insurance
1 15 carriers provide reimbursement for cleanup when needed
1 16 to the local hazardous material services; and
1 17 WHEREAS, billing charges by various public services
1 18 and hazardous material services to insurance carriers
1 19 for cleanups vary; and
1 20 WHEREAS, commercial services and their insurance
1 21 carriers need some standardization in billing for
1 22 cleanup services; NOW THEREFORE,
1 23 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 24 SENATE CONCURRING, That the legislative council is
1 25 requested to establish an interim study committee to
1 26 study and make recommendations regarding the costs
1 27 associated with the cleanup of hazardous material, the
1 28 regional system used to provide the service, the
1 29 billing procedures and standards used in other states,
1 30 the costs of training and maintaining the hazardous
2 1 material service in Iowa, the cost of cleanup and
2 2 disposal of hazardous material spilled in Iowa, and
2 3 the workers needed at hazardous material spill sites;
2 4 and
2 5 BE IT FURTHER RESOLVED, That the interim study
2 6 committee shall include representation of professional
2 7 and volunteer fire fighters who are trained in
2 8 hazardous material cleanup and handling, the
2 9 department of natural resources, members of the
2 10 trucking industry involved in the interstate and
2 11 intrastate transportation of hazardous material for
2 12 the agricultural sector and the industrial sector,
2 13 railroad companies, the insurance industry involved in
2 14 insuring hazardous material spills, the state
2 15 department of transportation, cities, counties, the
2 16 department of public safety, and the chemical
2 17 manufacturing industry; and
2 18 BE IT FURTHER RESOLVED, That the interim study
2 19 committee shall report its findings and
2 20 recommendations to the general assembly by January 1,
2 21 2002.
