  1  1           HOUSE CONCURRENT RESOLUTION NO.    
  1  2                        BY  FORD
  1  3 A Concurrent Resolution requesting the legislative
  1  4    council to establish an interim study committee to
  1  5    review state policies relating to substance abuse
  1  6    prevention and treatment.
  1  7    WHEREAS, the incidence of substance abuse is a
  1  8 significant factor contributing to the criminal
  1  9 activity of many persons who commit crimes; and
  1 10    WHEREAS, greater availability of substance abuse
  1 11 treatment could significantly decrease the level of
  1 12 criminal activity; and
  1 13    WHEREAS, advertising the sale of alcohol and
  1 14 persistent media exposure that positively portrays
  1 15 alcohol consumption should be balanced with
  1 16 counteradvertising depicting the serious health risks
  1 17 associated with alcohol consumption; and
  1 18    WHEREAS, addiction to alcohol or other chemical
  1 19 substances is a community problem that is most
  1 20 appropriately addressed with community-based solutions
  1 21 to prevent addiction and to provide treatment; NOW
  1 22 THEREFORE,
  1 23    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  1 24 SENATE CONCURRING, That the legislative council is
  1 25 requested to establish an interim study committee to
  1 26 review state policies relating to substance abuse
  1 27 prevention and treatment.  In addition to five members
  1 28 each from the senate and the house of representatives,
  1 29 the legislative council should consider appointment to
  1 30 the study committee of substance abuse treatment and
  2  1 prevention experts at the state and community levels
  2  2 and other interested persons from Iowa communities;
  2  3 and
  2  4    BE IT FURTHER RESOLVED, That the study committee
  2  5 should be directed to consider the following
  2  6 approaches:  requiring substance abuse treatment for
  2  7 criminal offenders, ensuring that each person with an
  2  8 addiction can be provided with appropriate treatment,
  2  9 developing approaches to make substance abuse
  2 10 prevention an urgent priority in every community,
  2 11 increasing alcohol and tobacco taxes, providing media
  2 12 time for counteradvertising portraying the serious
  2 13 health risks of alcohol usage, promoting community-
  2 14 based solutions, and other proposals; and
  2 15    BE IT FURTHER RESOLVED, That the study committee
  2 16 should be directed to report its findings and
  2 17 recommendations for consideration by the governor and
  2 18 the Seventy-ninth General Assembly, 2002 Session.
