1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY WARNSTADT
1 3 A Concurrent Resolution requesting the establishment
1 4 of a legislative interim study committee to review
1 5 current issues and criminal penalties related to
1 6 persons under legal age who purchase, possess, and
1 7 consume alcohol.
1 8 WHEREAS, the purchase, possession, and consumption
1 9 of alcohol by persons under legal age is a significant
1 10 problem in Iowa; and
1 11 WHEREAS, persons under legal age who drink and
1 12 drive have been involved in numerous fatal traffic
1 13 accidents this past year; and
1 14 WHEREAS, law enforcement disparities exist across
1 15 the state related to the purchase, possession, and
1 16 consumption of alcohol by persons under legal age; and
1 17 WHEREAS, the criminal penalties for the purchase,
1 18 possession, and consumption of alcohol by persons
1 19 under legal age and other issues related to underage
1 20 drinking are in need of review; NOW THEREFORE,
1 21 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 22 SENATE CONCURRING, That the legislative council is
1 23 requested to establish a legislative study committee
1 24 during the 2001 interim to review current issues, law
1 25 enforcement disparities, and criminal penalties
1 26 related to the purchase, possession, and consumption
1 27 of alcohol by persons under legal age. The study
1 28 shall include input from law enforcement officers,
1 29 parents, educators, high school students, college
1 30 students under the age of 21, representatives of
2 1 substance abuse treatment programs, juvenile court
2 2 judges, juvenile court officers, county attorneys, and
2 3 representatives of businesses that sell alcohol to the
2 4 public. The study committee shall submit a report of
2 5 its findings and recommendations to the general
2 6 assembly by January 15, 2002.
