PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. __ 1 2 BY JOCHUM 1 3 A Concurrent Resolution requesting that the 1 4 legislative council establish a family and work 1 5 forum to bring together a diverse group of 1 6 legislators, community leaders, and other interests 1 7 to explore new approaches for supporting families 1 8 in the evolving economy. 1 9 WHEREAS, there is strong interest in the public 1 10 policy goals of promoting safer communities, stronger 1 11 families, and more successful children; and 1 12 WHEREAS, to achieve these goals, new strategies and 1 13 approaches are needed that allow families to better 1 14 balance the duties and responsibilities of work and 1 15 raising children; and 1 16 WHEREAS, new approaches have been suggested 1 17 involving the important role of schools in the lives 1 18 of families, including better alignment of school 1 19 schedules and work schedules, funding for before and 1 20 after school programs, and making each neighborhood 1 21 school a resource center for families; and 1 22 WHEREAS, quality child care is a key service that 1 23 is necessary for parents to be able to work 1 24 successfully, and new approaches have been offered for 1 25 support of child care at the work site and away from 1 26 the work site, for services directed to infants and 1 27 very young children, and for services provided during 1 28 evening and nighttime work shifts; and 1 29 WHEREAS, family and medical leave provisions have 1 30 expanded employer support for families and new 2 1 approaches have been proposed to provide leave for 2 2 employees who care for a sick child or elderly person, 2 3 for medical appointments, and for parents to attend 2 4 school programs, teacher conferences, and graduation 2 5 ceremonies; and 2 6 WHEREAS, new approaches have been suggested to 2 7 expand flexibility in employee scheduling, including 2 8 staggered hour systems, variable scheduling such as 2 9 meal period flex time, job sharing arrangements and 2 10 part-time work with prorated benefits, the use of 2 11 telecommuting, and compressing work week schedules; 2 12 NOW THEREFORE, 2 13 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 2 14 SENATE CONCURRING, That the legislative council is 2 15 requested to establish a family and work forum to 2 16 bring together a diverse group of community leaders 2 17 and interests to explore new approaches for supporting 2 18 families in the evolving economy by considering the 2 19 approaches described in this resolution and other new 2 20 public policy approaches that promote safer 2 21 communities, stronger families, and more successful 2 22 children; and 2 23 BE IT FURTHER RESOLVED, That the family and work 2 24 forum membership should be appointed to include 2 25 legislators, several parents so that families with 2 26 children of various ages are represented, leaders of 2 27 both large and small businesses, local officials from 2 28 communities of various population levels, nonprofit 2 29 organizations that work with children and families, 2 30 and representatives of financial institutions; and 3 1 BE IT FURTHER RESOLVED, That the forum be directed 3 2 to make recommendations to the general assembly for 3 3 implementation during the 2002 legislative session. 3 4 LSB 1570HH 79 3 5 jp/pj/5
