PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. ___ 1 2 BY BODDICKER 1 3 A Concurrent Resolution promoting National Heart Failure 1 4 Awareness Week. 1 5 WHEREAS, congestive heart failure is a major 1 6 national public health problem that impacts five 1 7 million Americans, or 1.5 percent of the national 1 8 population; and 1 9 WHEREAS, each year 550,000 new cases of congestive 1 10 heart failure are diagnosed, with 200,000 deaths and 1 11 one million hospitalizations resulting from the 1 12 disease; and 1 13 WHEREAS, congestive heart failure is the leading 1 14 cause of hospitalization in patients over the age of 1 15 65; and 1 16 WHEREAS, patients with congestive heart failure who 1 17 are diagnosed with the most severe symptoms have an 1 18 approximate 50 percent survival rate of one year, and 1 19 50 percent of patients with congestive heart failure 1 20 who are diagnosed with even mild disease die within 1 21 five years; and 1 22 WHEREAS, the majority of patients are not diagnosed 1 23 until late in the course of the disease; and 1 24 WHEREAS, of an estimated $10 billion annual 1 25 national health care expenditure for congestive heart 1 26 failure the greatest portion, $8 billion is expended 1 27 for hospitalization costs; and 1 28 WHEREAS, although current treatment guidelines 1 29 recommend that approximately 80 percent of heart 1 30 failure patients receive angiotension converting 2 1 enzyme (ACE) inhibitors in combination with beta 2 2 blockers to extend life and reduce costly 2 3 hospitalizations, only 45 percent of patients are 2 4 treated with ACE inhibitors and 20 percent of patients 2 5 receive beta blockers; and 2 6 WHEREAS, the primary goals of National Heart 2 7 Failure Awareness Week are to promote research related 2 8 to all aspects of heart failure and provide a forum 2 9 for presentation of that research; to educate heart 2 10 failure caregivers and patients through programs, 2 11 publications, and other media allowing for more 2 12 effective treatment and diagnosis of heart failure; 2 13 and to enhance the quality and duration of life for 2 14 those with heart failure; NOW THEREFORE 2 15 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 2 16 SENATE CONCURRING, That the Iowa General Assembly 2 17 endorses the national proclamation of National Heart 2 18 Failure Awareness Week; and 2 19 BE IT FURTHER RESOLVED, That the Director of Public 2 20 Health transmit treatment guidelines for congestive 2 21 heart failure published by the Heart Failure Society 2 22 of America, Inc. to the appropriate health care 2 23 professionals in the state and urge adoption of these 2 24 guidelines in their practices; and 2 25 BE IT FURTHER RESOLVED, That physicians and payers 2 26 of health care costs be encouraged to administer and 2 27 provide reimbursement for echocardiograms to all 2 28 patients over 50 years of age with a history of heart 2 29 disease and begin appropriate treatment as early as 2 30 possible; and 3 1 BE IT FURTHER RESOLVED, That physicians and payers 3 2 of health care costs be encouraged to prescribe or 3 3 provide reimbursement for the standard of care for 3 4 congestive heart failure, including the federal Food 3 5 and Drug Administration-approved beta blockers and ACE 3 6 inhibitors as well as other therapies that have 3 7 demonstrated a reduction in the mortality and 3 8 morbidity associated with congestive heart failure; 3 9 and 3 10 BE IT FURTHER RESOLVED, That the Iowa General 3 11 Assembly endorses the inclusion of the latest 3 12 treatment advances for congestive heart failure in the 3 13 curriculum of the medical schools in the state. 3 14 LSB 1398HH 79 3 15 pf/gg/8
