  1  1    Amend Senate File 2326, as passed by the Senate, as
  1  2 follows:
  1  3    #1.  Page 20, by striking line 20 and inserting the
  1  4 following:  
  1  5 "................................................. $ 24,205,736"
  1  6    #2.  Page 26, by inserting after line 9, the
  1  7 following:
  1  8    "Sec.    .  DEPARTMENT OF ADMINISTRATIVE SERVICES
  1  9 CREATED.
  1 10    1.  Notwithstanding any provision of law to the
  1 11 contrary, a new department of administrative services
  1 12 is created under the control and supervision of the
  1 13 governor.  The new department shall subsume all of the
  1 14 functions of the department of personnel, department
  1 15 of general services, information technology
  1 16 department, Iowa communications network, and the
  1 17 accounting division of the department of revenue and
  1 18 finance, which shall cease to exist as separate
  1 19 departments or units.  Upon establishment of the new
  1 20 department of administrative services, the governor
  1 21 shall appoint the director of the department, subject
  1 22 to confirmation by the senate.  The positions of
  1 23 director of the departments of personnel, general
  1 24 services, and information technology shall be
  1 25 eliminated and the administrators of the divisions of
  1 26 the new department responsible for those duties shall
  1 27 be appointed by the director of the department of
  1 28 administrative services.
  1 29    2.  There is appropriated from the general fund of
  1 30 the state to the department of administrative services
  1 31 for the fiscal year beginning July 1, 2002, and ending
  1 32 June 30, 2003, the following amount, or so much
  1 33 thereof as is necessary, to be used for the purposes
  1 34 designated:
  1 35    For salaries, support, maintenance, and
  1 36 miscellaneous purposes:  
  1 37 .................................................. $ 14,272,722
  1 38    The amounts appropriated in this subsection shall
  1 39 be in lieu of appropriations otherwise provided in
  1 40 this Act to the department of personnel, department of
  1 41 general services, information technology department,
  1 42 and the Iowa telecommunications and technology
  1 43 commission for Iowa communications network operations.
  1 44    3.  The goal of the reorganization shall be to
  1 45 consolidate administrative functions in state
  1 46 government in order to streamline state government,
  1 47 reduce governmental expenditures, and improve services
  1 48 to other state departments.  The new department shall
  1 49 utilize entrepreneurial management techniques in order
  1 50 to focus the department on being more responsive to
  2  1 customers and more efficient in providing services.
  2  2 The new department shall negotiate performance
  2  3 agreements with the department's customers and build
  2  4 capacities to continuously improve service.  The new
  2  5 department shall have no more than three levels of
  2  6 management and strive to meet a span of control ratio
  2  7 goal of twelve to one.
  2  8    4.  The governor shall submit proposed legislation
  2  9 in accordance with section 2.16 for consideration by
  2 10 the Eightieth General Assembly, 2003 Session, as
  2 11 necessary to amend the Code of Iowa in order to codify
  2 12 the powers and duties of the newly created department
  2 13 of administrative services."

  2 20    #6.  Page 105, by inserting after line 13, the
  2 21 following:
  2 22    "Sec.    .  HEALTH INSURANCE PORTABILITY AND
  2 23 ACCOUNTABILITY ACT.  There is appropriated from the
  2 24 general fund of the state to the department of human
  2 25 services for the fiscal year beginning July 1, 2002,
  2 26 and ending June 30, 2003, the following amount, or so
  2 27 much thereof as is necessary, to be used for the
  2 28 purpose designated:
  2 29    For implementation of the provisions of the federal
  2 30 Health Insurance Portability and Accountability Act,
  2 31 Pub. L. No. 104-191 relating to the medical assistance
  2 32 program, in addition to other funds appropriated for
  2 33 this purpose:  
  2 34 .................................................. $  1,500,000
  2 35    Notwithstanding section 8.33, moneys appropriated
  2 36 in this section that are unobligated or unencumbered
  2 37 at the close of the fiscal year shall not revert but
  2 38 shall remain available for the specific purpose
  2 39 designated in this section until the close of the
  2 40 succeeding fiscal year."
