1 3 #1. Page 1, line 3, by inserting after the figure
1 4 "5." the following: "a."
1 5 #2. Page 1, by striking lines 12 through 19 and
1 6 inserting the following: "federal grant for pilot and
1 7 demonstration projects.
1 8 b. For the purposes of this chapter, "public
1 9 agency" also includes any homeland security or defense
1 10 facility established by the administrator of the
1 11 emergency management division of the department of
1 12 public defense or the governor or any facility
1 13 connected with a security or defense system as
1 14 required by the administrator of the emergency
1 15 management division of the department of public
1 16 defense or the governor. A facility that is
1 17 considered a public agency pursuant to this paragraph
1 18 shall be authorized to access the Iowa communications
1 19 network strictly for homeland security communication
1 20 purposes. Any utilization of the network that is not
1 21 related to communications concerning homeland security
1 22 is expressly prohibited."
