  1  3    #1.  Page 1, by inserting after line 27, the

  1  5    "Sec.   .  EFFECTIVE DATE.  This Act takes effect
  1  6 September 30, 2004."
  1  7    #2.  Title page, line 2, by inserting after the
  1  8 word "offenses" the following:  "and providing for an
  1  9 effective date".
