  1  1    Amend House File 2484 as follows:
  1  2    #1.  Page 1, line 18, by inserting after the word
  1  3 "department." the following:  "A window decal or
  1  4 placard issued pursuant to this paragraph shall only
  1  5 be displayed on a motor vehicle when the motor vehicle
  1  6 is being used by the person to whom the window decal
  1  7 or placard was issued, either as an operator or
  1  8 passenger.  A person who displays a window decal or
  1  9 placard on a motor vehicle when the person to whom the
  1 10 window decal or placard was issued is not in the motor
  1 11 vehicle as an operator or passenger, violates this
  1 12 section."
