  1  1    Amend House File 2138, as passed by the House, as
  1  2 follows:
  1  3    #1.  Page 3, by inserting after line 8 the
  1  4 following:
  1  5    "Sec.    .  RETROACTIVE APPLICABILITY.  This Act
  1  6 applies retroactively to September 11, 2001, and is
  1  7 applicable on and after that date."
  1  8    #2.  Title page, line 4, by inserting after the
  1  9 word "emergency" the following:  "and including a
  1 10 retroactive applicability provision".
  1 11    #3.  By renumbering as necessary.
