  1  1    Amend House File 2517 as follows:
  1  2    #1.  Page 4, by inserting after line 29 the
  1  3 following:
  1  4    "Sec.    .  Section 280.12, subsection 2, Code
  1  5 2001, is amended by adding the following new
  1  6 paragraphs:
  1  7    NEW PARAGRAPH.  f.  Opportunities to build stronger
  1  8 partnerships between the schools and minority and low-
  1  9 income families.
  1 10    NEW PARAGRAPH.  g.  Methods to eliminate the
  1 11 achievement gap between the general school population
  1 12 and minority and low-income students.
  1 13    NEW PARAGRAPH.  h.  Strategies to expand early
  1 14 childhood educational opportunities for children from
  1 15 birth to four years of age.
  1 16    NEW PARAGRAPH.  i.  Current and future needs to
  1 17 establish or expand youth development programs and
  1 18 after-school and summer school programming that
  1 19 provide tutoring and mentoring activities.
  1 20    NEW PARAGRAPH.  j.  Methods for improving
  1 21 communication between schools, families, and community
  1 22 service organizations and for maintaining minority and
  1 23 low-income family connections to their school."
