  1  1    Amend House File 2229 as follows:
  1  2    #1.  Page 2, by inserting after line 18 the
  1  3 following:
  1  4    "   .  To provide matching grants under the junior
  1  5 entrepreneur training program as provided in section
  1  6 15E.43."
  1  7    #2.  Page 3, by inserting after line 12 the
  1  8 following:
  1  9    "Sec.    .  NEW SECTION.  15E.41  SHORT TITLE.
  1 10    This division shall be known and may be cited as
  1 11 the "Junior Entrepreneur Training Act".
  1 12    Sec.    .  NEW SECTION.  15E.42  JUNIOR
  1 13 ENTREPRENEUR TRAINING ASSISTANCE PROGRAM.
  1 14    1.  The department of economic development shall
  1 15 establish a junior entrepreneur training assistance
  1 16 program to encourage and assist private businesses and
  1 17 organizations to establish junior entrepreneur
  1 18 training programs that would operate in conjunction or
  1 19 cooperation with a local school district.
  1 20    2.  a.  A junior entrepreneur training program
  1 21 established by a private business or organization
  1 22 shall be designed to do all of the following:
  1 23    (1)  Encourage interest in starting or operating a
  1 24 business.
  1 25    (2)  Educate participants regarding the potential
  1 26 advantages and rewards of self-employment.
  1 27    (3)  Engage business professionals and successful
  1 28 entrepreneurs to introduce participants to the basics
  1 29 of business ownership and management.
  1 30    (4)  Assist past participants in the program who
  1 31 start or purchase a business to develop mentoring
  1 32 relationships with successful local businesspersons.
  1 33    b.  The department shall give priority to a junior
  1 34 entrepreneur training program that concentrates its
  1 35 efforts on attracting participants who lack
  1 36 significant exposure to entrepreneurship role models
  1 37 including, but not limited to, persons from
  1 38 economically disadvantaged backgrounds or populations
  1 39 traditionally underrepresented in the local business
  1 40 community.
  1 41    3.  For purposes of an eligible taxpayer claiming
  1 42 an income tax deduction pursuant to sections 422.7 and
  1 43 422.35, the department shall, upon application by the
  1 44 junior entrepreneur training program, certify any
  1 45 junior entrepreneur training program that meets the
  1 46 criteria in subsection 2, paragraph "b".
  1 47    Sec.    .  NEW SECTION.  15E.43  FUNDING.
  1 48    The department may provide a matching grant to a
  1 49 private business or organization that establishes a
  1 50 junior entrepreneur training program.  A matching
  2  1 grant shall provide one dollar for every two dollars
  2  2 in private matching moneys.
  2  3    Sec.    .  NEW SECTION.  15E.44  RULES.
  2  4    The department shall adopt rules pursuant to
  2  5 chapter 17A necessary for the administration of this
  2  6 division.
  2  7    Sec.    .  Section 422.7, Code Supplement 2001, is
  2  8 amended by adding the following new subsection:
  2  9    NEW SUBSECTION.  38.  Subtract the amount of any
  2 10 contribution made for the establishment or operation
  2 11 of a junior entrepreneur training program certified by
  2 12 the department of economic development pursuant to
  2 13 section 15E.42.
  2 14    Sec.    .  Section 422.35, Code Supplement 2001, is
  2 15 amended by adding the following new subsection:
  2 16    NEW SUBSECTION.  19.  Subtract the amount of any
  2 17 contribution made for the establishment or operation
  2 18 of a junior entrepreneur training program certified by
  2 19 the department of economic development pursuant to
  2 20 section 15E.42."
  2 21    #3.  Title page, line 2, by inserting after the
  2 22 word "fund" the following:  ", creating a junior
  2 23 entrepreneur training assistance program, and
  2 24 providing a tax deduction".
