  1  4    "3.  The work group shall submit bimonthly progress
  1  5 reports of its findings and recommendations regarding
  1  6 the establishment of an interstate prescription drug
  1  7 purchasing cooperative to the oversight committee of
  1  8 the legislative council.  The work group shall also
