  1  9    "Sec.    .  APPLICABILITY DATES.  Section 27 of
  1 10 this Act, amending section 427.1, subsection 19,
  1 11 applies to exemptions first".
  1 12    #5.  Title page, by striking lines 1 and 2, and
  1 13 inserting the following:  "An Act relating to taxation
  1 14 by establishing the Iowa commission on state and local
  1 15 taxation and amending the pollution control property
  1 16 tax exemption and providing for the Act's
