  1  1    Amend House File 747 as follows:
  1  2    #1.  Page 1, by inserting before line 1, the
  1  3 following:
  1  4    "Section 1.  Section 99E.10, subsection 1,
  1  5 paragraph a, Code 2001, is amended to read as follows:
  1  6    a.  An amount equal to three-tenths of one percent
  1  7 of the gross lottery revenue shall be deposited in a
  1  8 gambling treatment fund in the office of the treasurer
  1  9 of state.  The proceeds of the gambling treatment fund
  1 10 shall be used solely for the gambling treatment
  1 11 program.  Any transfer or appropriation of funds which
  1 12 is not in accordance with this paragraph shall not be
  1 13 made unless authorized by a three-fifths majority of
  1 14 each house and approved by the governor."
  1 15    #2.  Page 1, by inserting after line 17, the
  1 16 following:
  1 17    "Sec.    .  RULES COMPLIANCE WITH THREE-FIFTHS
  1 18 MAJORITY.  The senate and house of representatives
  1 19 shall comply with any provision of law that requires a
  1 20 vote of at least three-fifths of the members of both
  1 21 chambers of the general assembly and approval by the
  1 22 governor, which requirement shall also be a
  1 23 requirement of the joint rules for the Seventy-ninth
  1 24 General Assembly."
  1 25    #3.  Title page, line 1, by inserting after the
  1 26 word "Act" the following:  "relating to gambling by
  1 27 providing for the use of gambling treatment funds
  1 28 solely for gambling treatment programs,".
  1 29    #4.  By renumbering as necessary.
