1 32 Sec. . DISTRIBUTION OF FUNDS APPROPRIATED. For
1 33 the fiscal year beginning July 1, 2001, and ending
1 34 June 30, 2002, moneys appropriated by the general
1 35 assembly from the general fund of the state to the
1 36 department of education for community colleges for a
1 37 fiscal year shall be allocated to each community
1 38 college by the department of education in the
1 39 following manner:
1 40 1. BASE FUNDING. The base funding for a fiscal
1 41 year shall be equal to the amount each community
1 42 college received as an allocation from appropriations
1 43 made from the general fund of the state in the most
1 44 recent fiscal year.
1 45 2. DISTRIBUTION FOR INFLATION. First priority
1 46 shall be to give each college an increase based upon
1 47 inflation. The inflation increase shall be not less
1 48 than 2 percent. However, the inflation increase shall
1 49 be equal to the national inflation rate, if it exceeds
1 50 2 percent, if the amount of state aid appropriated is
2 1 equal to or greater than the national inflation rate.
2 2 3. DISTRIBUTION BASED ON PROPORTIONAL SHARE OF
2 3 ENROLLMENT. The balance of the growth in state aid
2 4 appropriations, once the inflation increase has been
2 5 satisfied, shall be distributed based on each
2 6 college's proportional share of enrollment. However,
2 7 a minimum of one percent of the total growth shall be
2 8 distributed in this manner.
2 9 4. If the total appropriation made by the general
2 10 assembly is less than 2 percent growth, the entire
2 11 increase shall be distributed as inflation."
