FOSTER CARE GRANT PROGRAM 1 22 For purposes of providing postsecondary educational 1 23 assistance to eligible individuals: 1 24 .................................................. $ 62,159 1 25 For purposes of this subsection, "eligible 1 26 individual" means a resident of Iowa under the age of 1 27 25 who was subject to a court order under chapter 232 1 28 transferring the custody of the individual to the 1 29 department of human services as a child in need of 1 30 assistance or terminating the individual's parental 1 31 rights and who was in a foster care or other out-of- 1 32 home placement on the individual's eighteenth 1 33 birthday, when the individual graduated from high 1 34 school, or when the individual obtained a graduate 1 35 equivalency diploma. An eligible individual must have 1 36 graduated from high school or received the equivalent 1 37 of a high school diploma. An eligible individual must 1 38 be qualified for acceptance for enrollment in an 1 39 undergraduate course of study at a community college 1 40 as defined in section 260C.2, an institution of higher 1 41 learning under the control of the state board of 1 42 regents, or an accredited private institution as 1 43 defined in chapter 261. 1 44 . UNITED STATES ARMY EDUCATIONAL BENEFITS 1 45 For providing educational assistance to United 1 46 States army and army reserve recruiters and to promote 1 47 the web-based PAYs system in accordance with this 1 48 subsection: 1 49 .................................................. $ 50,000 1 50 An individual is eligible for benefits under this 2 1 subsection if the individual is a resident of Iowa who 2 2 is a United States army or army reserve recruiter and 2 3 is enrolled as an undergraduate student in a community 2 4 college, an institution of higher learning under the 2 5 state board of regents, or an accredited private 2 6 institution. The individual shall be responsible for 2 7 the prompt submission of any information required by 2 8 the commission. Not more than 53 eligible individuals 2 9 shall receive educational assistance under this 2 10 subsection. Educational assistance paid pursuant to 2 11 this subsection shall not exceed 25 percent of the 2 12 resident tuition rate established for institutions of 2 13 higher learning under the control of the state board 2 14 of regents. Funds remaining after the educational 2 15 assistance expenditures shall be available to promote 2 16 the web-based PAYs system, which is designed to make 2 17 those honorably discharged from the army aware of 2 18 employment opportunities in Iowa." 2 19 #10. Funds appropriated in this subsection may be 2 38 used to develop a procedure for an ongoing educator 2 39 supply and demand study, begin the process of 2 40 "reinventing high schools" to help school districts 2 41 assess their high school curriculum, continue the 2 42 study of regional academies, support the teacher 2 43 compensation initiative, and support participation in 2 44 the national assessment of education progress. 2 45 b. Notwithstanding section 8.33, funds 2 46 appropriated pursuant to this subsection that remain 2 47 unencumbered or unobligated at the close of the fiscal 2 48 year shall not revert but shall remain available for 2 49 expenditure for the purposes designated until the 2 50 close of the succeeding fiscal year. 3 1 c. The department shall submit a report on the 3 2 status of the projects receiving grants under this 3 3 subsection to the senate and house standing committees 3 4 on education and the joint appropriations subcommittee 3 5 on education by December 1, 2001." 3 6 #15.
