1 7 "Sec. . EFFECTIVE AND APPLICABILITY PROVISION.
1 8 This Act takes effect only if the revenue estimating
1 9 conference estimates that, as a result of the
1 10 enactment of federal income tax legislation prior to
1 11 January 1, 2002, Iowa income tax receipts for the
1 12 fiscal year beginning July 1, 2001, will be increased
1 13 by $7.9 million or more over the amount of Iowa income
1 14 tax receipts which would have been realized in the
1 15 absence of the enactment of such federal income tax
1 16 legislation. If this Act takes effect, sections 5
1 17 through 9 of this Act apply to tax years beginning on
1 18 or after January 1, 2002."
