1 2 #1. Page 22, by inserting after line 18, the
1 3 following:
1 4 " . If federal funding is received, the
1 5 department may participate in a federal home telecare
1 6 pilot program intended to manage health care needs of
1 7 subpopulations of Iowans and specifically including
1 8 subpopulations of Iowans who require high utilization
1 9 of health care services and represent a
1 10 disproportionate share of consumption of health care
1 11 services. The program shall be implemented as a
1 12 collaboration of public, private, and academic
1 13 participants and may include the participation of the
1 14 department of human services, the department of elder
1 15 affairs, and the Iowa department of public health,
1 16 with the intent of showing cost savings in proactively
1 17 managing diseases of selective populations through the
1 18 utilization of communications technology and
1 19 management protocols. The program may direct telecare
1 20 services to persons with diagnoses of specific
1 21 nonacute, chronic illnesses which may include but are
1 22 not limited to chronic obstructive pulmonary disease,
1 23 congestive heart disease, diabetes, and asthma. The
1 24 telecare program may provide a proactive call center
1 25 staffed by appropriate, licensed health care providers
1 26 equipped with disease management protocols. For the
1 27 purposes of this section, "telecare" shall include but
1 28 is not limited to the interactive delivery of
1 29 diagnostic, clinical, consultative, data, and
1 30 educational services utilizing a transmission network
1 31 which may include but is not limited to the live
1 32 transmission of audio and video data."
