Page 46, by striking lines 26 through 34. 1 5 #3. Page 47, by inserting before line 5 the 1 6 following: 1 7 "Sec. . ADDITIONAL FEDERAL FUNDING FISCAL 1 8 YEAR 2001-2002. 1 9 1. The provisions of this section are applicable 1 10 for the fiscal year beginning July 1, 2001. 1 11 2. It is the intent of the general assembly that 1 12 the director of human services work on expanding the 1 13 community partnership approach to child protection as 1 14 established in Linn county with funding support from 1 15 the Edna McConnell Clark foundation. The general 1 16 assembly endorses the efforts by the department and 1 17 local communities to develop community child 1 18 protection systems that incorporate the four community 1 19 partnership components used in Linn county and other 1 20 Clark foundation sites. It is further intended that 1 21 the director seek additional funding from the Clark 1 22 foundation for expansion of the community partnership 1 23 approach to other sites in the state and make use of 1 24 the additional funding opportunities described in this 1 25 section for such expansion. 1 26 3. It is the intent of the general assembly that 1 27 the director of human services work to secure federal 1 28 financial participation through Titles IV-E and XIX of 1 29 the federal Social Security Act for services and 1 30 activities that are currently funded with state, 1 31 county, or community moneys. It is further intended 1 32 that the director initially focus on securing targeted 1 33 case management funding under medical assistance for 1 34 state child protection staff and developing proposals 1 35 for other approaches for targeted case management and 1 36 Title IV-E administrative claiming for services and 1 37 activities currently funded with juvenile court 1 38 services, county, or community moneys. 1 39 4. Additional federal financial participation 1 40 secured for the fiscal year beginning July 1, 2001, 1 41 and ending June 30, 2002, is appropriated to the 1 42 department of human services for use as provided in 1 43 this section. All of the following are applicable to 1 44 the additional federal financial participation and 1 45 efforts made to secure the federal financial 1 46 participation: 1 47 a. The department may pursue federal approval of a 1 48 state plan amendment to use medical assistance funding 1 49 for child protection targeted case management 1 50 services. The population to be served through 2 1 targeted case management services is children who are 2 2 at risk of maltreatment or who are in need of 2 3 protective services. The funding shall be based on 2 4 the federal and state moneys available under the 2 5 medical assistance program. For the additional 2 6 federal financial participation received under the 2 7 reimbursement methodology established for the 2 8 services, a distribution plan shall attribute revenue 2 9 to the cost sources upon which the reimbursement rates 2 10 are based. In addition, of the additional federal 2 11 funds received, a 5 percent set-aside shall be used 2 12 for funding the revenue enhancement activities and for 2 13 service delivery and results improvement efforts. 2 14 b. The director may use part or all of the 2 15 additional federal financial participation in excess 2 16 of $3,000,000 received from medical assistance claims 2 17 for child protection staff for not more than 93.00 2 18 full-time equivalent state child protection staff 2 19 positions, including child abuse assessment positions, 2 20 social workers, and support positions performing 2 21 related functions. Positions added in accordance with 2 22 this paragraph "b" are in addition to those authorized 2 23 in the appropriation made in this Act for field 2 24 operations. 2 25 c. The director may also use up to $200,000 of the 2 26 additional federal financial participation in excess 2 27 of $3,000,000 received from medical assistance claims 2 28 for child protection staff for providing grants to 2 29 communities to support the community partnership 2 30 approach to child protection. Potential grantees may 2 31 include child welfare funding decategorization 2 32 projects, community empowerment area boards, or other 2 33 community-based entities who, in partnership with the 2 34 local departmental administrators, agree to implement 2 35 the four community partnership components. 2 36 5. It is the intent of the general assembly to 2 37 consider additional proposals for providing other 2 38 forms of targeted case management services and Title 2 39 IV-E administrative claiming through counties, 2 40 juvenile court services, or other community-based 2 41 approaches. 2 42 6. The department may adopt emergency rules to 2 43 implement the provisions of this section." 2 44 #4.
