  1  3    #1.  Page 3, by inserting after line 26, the
  1  4 following:
  1  5    "Sec.    .  NEW SECTION.  163.53  PRIVATE CAUSES OF
  1  6 ACTION.
  1  7    This chapter does not prevent a person from
  1  8 commencing a civil cause of action based on any right
  1  9 that the person may assert under statute or common
  1 10 law."
