1 32 "Sec. . DEPARTMENTAL STUDIES. The department
1 33 of education shall do the following:
1 34 1. Conduct a study of the transfer of credits
1 35 between practitioner preparation institutions, both
1 36 in-state and out-of-state. The study shall determine
1 37 whether the transfer of credits by practitioner
1 38 preparation institutions is fair and consistent, and
1 39 shall identify actions that may be taken to improve
1 40 the ability of a student to transfer credits earned in
1 41 one practitioner preparation institution to another.
1 42 2. Analyze and compare, in consultation with the
1 43 board of educational examiners, the requirements for
1 44 practitioner licensure or endorsement that require a
1 45 master's degree and the master's degree requirements
1 46 established by approved practitioner preparation
1 47 graduate programs.
1 48 The department shall submit its findings and
1 49 recommendations in a report to the senate and house of
1 50 representatives standing committees on education by
2 1 December 1, 2001."

2 4 practitioner preparation programs by providing for the
2 5 establishment of nontraditional practitioner
