  1  1    Amend the Committee amendment, H-1011, to House
  1  2 File 1 as follows:
  1  3    #1.  Page 1, by inserting after line 16 the
  1  4 following:
  1  5    "#   .  Page 1, by inserting after line 17 the
  1  6 following:
  1  7    "Sec.    .  Section 476.20, Code 2001, is amended
  1  8 by adding the following new subsection:
  1  9    NEW SUBSECTION.  6.  A utility shall waive any late
  1 10 charge or penalty on utility bills dated during the
  1 11 period beginning November 1, and ending March 31.""
  1 12    #2.  Page 1, by inserting after line 20 the
  1 13 following:
  1 14    "#   .  Title page, by inserting after line 4 the
  1 15 following:  "limiting the ability to charge a penalty
  1 16 for late payment by utilities and"."
