  EXPLANATION OF VOTES

  MADAM PRESIDENT:  I was necessarily absent from the Senate Chamber on
  March 21, 2000, when the vote was taken on Senate File 2428 and on March 22,
  2000,
  when the vote was taken on Senate File 2430.  Had I been present, I would
  have voted
  "Nay" on both.
