  The Senate met in regular session at 10:12 a.m., President Kramer
  presiding.

  Prayer was offered by the Reverend Tim Nappe, pastor of the First
  Lutheran Church of Milford, Iowa, guest of Senator Kibbie.

  The Journal of Thursday, February 17, 2000, was approved.

  Senator Bartz took the chair at 10:25 a.m.
