  The Senate met in regular session at 9:13 a.m., President Kramer
  presiding.

  Prayer was offered by the Honorable Mark Shearer, member of the
  Senate, Washington County, Washington, Iowa.

  The Journal of Tuesday, March 30, 1999, was approved.

  LEAVE OF ABSENCE

  Leave of absence was granted as follows:

  Senator Freeman until she arrives, on request of Senator Lundby.

  RECESS

  On motion of Senator Iverson, the Senate recessed at 9:26 a.m.,
  until 3:00 p.m.
