Absent or not voting, 2: Flynn Rife The bill having received a constitutional majority was declared to have passed the Senate and the title was agreed to. Senate File 338 On motion of Senator King, Senate File 338, a bill for an act relating to access privileges to certain buildings and structures by certified local exchange carriers and franchised cable television providers, was taken up for consideration. Senator King offered amendment S-3103 filed by him on March 18, 1999, to page 1 of the bill and moved its adoption. Amendment S-3103 was adopted by a voice vote. Senator King offered amendment S-3100 filed by him on March 17, 1999, to page 1 of the bill and moved its adoption. Amendment S-3100 was adopted by a voice vote. Senator King moved that the bill be read the last time now and placed upon its passage, which motion prevailed by a voice vote, and the bill was read the last time. On the question "Shall the bill pass?"
