  The Senate met in regular session at 9:04 a.m., President Kramer
  presiding.

  Prayer was offered by Father Gerald Condon, of St. Patrick's
  Catholic Church, Hampton, Iowa.

  The Journal of Tuesday, March 9, 1999, was approved.

  PRESENTATION OF VISITORS

  President Kramer welcomed members of the West Des Moines
  Association of Retired Persons who were present in the Senate
  balcony.

  LEAVE OF ABSENCE

  Leave of absence was granted as follows:

  Senator Harper for the day and March 11, 1999, on request of Senator
  Hammond.

  UNFINISHED BUSINESS
  (Deferred March 3, 1999)

  Senate File 276

  The Senate resumed consideration of Senate File 276, a bill for
  an act relating to health care service and treatment coverage by
  providing for continuity of care, discussion and advocacy of treatment
  options, coverage of emergency room services, utilization review
  requirements, and an external review process, deferred March 3,
  1999.
