MORATORIUM ON ANNEXATION BY A CITY. 9 Notwithstanding chapter 368, division III, from the 10 effective date of this Act until July 1, 2000, the 11 city development board shall not accept a petition for 12 an involuntary annexation of territory to a city. The 13 board shall also discontinue any actions or 14 proceedings relating to a hearing, approval, or 15 election on a petition or plan for an involuntary 16 annexation of territory pending before the board 17 during the moratorium from the effective date of this
