The nays were, 12: Burnett Chapman Doderer Dotzler Foege Frevert Holveck Kreiman Parmenter Schrader Shoultz Weigel Absent or not voting, 4: Connors Garman Huser Sukup The bill having received a constitutional majority was declared to have passed the House and the title was agreed to. IMMEDIATE MESSAGE Siegrist of Pottawattamie asked and received unanimous consent that House File 683 be immediately messaged to the Senate. LEAVE OF ABSENCE Leave of absence was granted as follows: Cataldo of Polk, for the remainder of the day, on request of Schrader of Marion. MESSAGES FROM THE SENATE The following messages were received from the Senate: Mr. Speaker: I am directed to inform your honorable body that the Senate has on March 31, 1999, passed the following bill in which the concurrence of the Senate was asked: House File 743, a bill for an act relating to the establishment of an Iowa early intervention block grant program, providing for a school improvement technology block grant program, and making appropriations. Also: That the Senate has on March 31, 1999, passed the following bill in which the concurrence of the House is asked: Senate File 462, a bill for an act relating to veterans' benefits, veterans preference, veterans' claims, reimbursement for military service tax exemption, and providing a penalty and applicability date. Also: That the Senate has on March 31, 1999, passed the following bill in which the concurrence of the House is asked: Senate File 463, a bill for an act exempting property owned and operated by an Indian housing authority from property tax and including an effective date.
