Prayer was offered by Reverend Brian Eslinger, pastor of 
Unitarian Universalist Fellowship of Ames.
The Journal of Monday, March 22, 1999 was approved.
PETITION FILED
The following petition was received and placed on file:
By Thomas of Clayton, from seventy-two constituents opposing 
eliminating the military service property tax credit or using the 
money to fund undefined veterans programs.
LEAVE OF ABSENCE
Leave of absence was granted as follows:

Parmenter of Story; Chiodo of Polk on request of Kreiman of Davis. 
INTRODUCTION OF BILLS
House File 741, by committee on local government, a bill for an 
act relating to the authorization requirements for psychiatric medical 
institutions for children and providing an effective date.

House File 742, by Shoultz, a bill for an act eliminating the 
deduction for federal income taxes paid, decreasing the tax rates, and 
increasing the amount of the net income exclusion under the
