Senate File 189, by committee on judiciary, a bill for an act to 
change the penalty for and to reclassify certain misdemeanors.
Read first time and referred to committee on judiciary.
Senate File 193, by committee on judiciary, a bill for an act 
relating to the duties of a guardian ad litem appointed to represent a 
child in juvenile court proceedings.
Read first time and referred to committee on judiciary.
CONSIDERATION OF BILLS

House File 331, a bill for an act relating to transfers of structured 
settlement payment rights for tort and workers' compensation claims, 
providing civil remedies, and an applicability date, was taken up for 
consideration.
Eddie of Buena Vista in the chair at 1:29 p.m.
Taylor of Linn moved to rerefer House File 331 to the committee 
on labor and industrial relations.
A non-record roll call was requested.
The ayes were 38, nays 50.
The motion lost.
Jenkins of Black Hawk moved that the bill be read a last time now 
and placed upon its passage which motion prevailed and the bill was 
read a last time.
