1 1 Section 1. Section 257.31, Code 1999, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 6A. The committee shall establish a
1 4 modified allowable growth for a district by increasing its
1 5 allowable growth upon the granting of an application for
1 6 spending authority to establish and maintain a data management
1 7 system. A school district which seeks funding for the
1 8 establishment of a data management system shall submit a plan
1 9 for the development of a system which shall permit teachers
1 10 and administrators to readily and effectively access and use
1 11 quality information to make informed decisions regarding
1 12 school improvement initiatives, thereby improving teaching,
1 13 learning, and student achievement in classrooms. If granted,
1 14 funding shall be utilized to define data information
1 15 categories to validate and improve information processing
1 16 systems, and to create a warehousing and management system for
1 17 student achievement, curriculum, human resources, and
1 18 administrative systems data. A school district shall be
1 19 authorized to purchase necessary hardware, software, and
1 20 professional services to implement the plan submitted with the
1 21 school district's application. The committee may approve an
1 22 initial application for modified allowable growth pursuant to
1 23 this subsection for up to a three-year period. A school
1 24 district may submit additional applications after the
1 25 expiration of the initial grant of increased allowable growth
1 26 to provide for data management system maintenance.
1 27 EXPLANATION
1 28 This bill provides for the establishment and funding of
1 29 data management systems by school districts. The bill
1 30 provides that the school budget review committee may grant an
1 31 increase in allowable growth for a school district pursuant to
1 32 Code section 257.31 if the district submits an approved
1 33 application to establish and maintain a data management
1 34 system. The bill provides that a school district shall submit
1 35 a plan for the development of a system which shall permit
2 1 teachers and administrators to readily and effectively access
2 2 and use quality information to make informed decisions
2 3 regarding school improvement initiatives, thereby improving
2 4 teaching, learning, and student achievement in classrooms.
2 5 The bill also provides that, if granted, the funding shall be
2 6 utilized to define data information categories to validate and
2 7 improve information processing systems, and to create a
2 8 warehousing and management system. The bill provides that a
2 9 school district shall be authorized to purchase necessary
2 10 hardware, software, and professional services to implement the
2 11 plan submitted with the school district's application. The
2 12 bill additionally provides that the school budget review
2 13 committee may approve an initial application for modified
2 14 allowable growth for up to a three-year period, with
2 15 additional applications possible to provide for data
2 16 management system maintenance.
