1 1 Section 1. Chapter 463A and section 97B.55, Code 1999, are
1 2 repealed.
1 3 EXPLANATION
1 4 This bill repeals the upper Mississippi riverway compact
1 5 which was adopted by the general assembly in 1967. The
1 6 compact was drafted to include the states of Illinois, Iowa,
1 7 Minnesota, and Wisconsin. The state of Missouri was also
1 8 invited to join. The purpose of the compact was to encourage
1 9 economic development, tourism, and resource conservation along
1 10 the river area within the member states.
1 11 The compact was not adopted by any of the other states
1 12 which were cited as potential members and the compact was not
1 13 ratified by the United States Congress.
1 14 Also repealed is a provision in the Iowa public employees'
1 15 retirement system which offered an agreement extending IPERS
1 16 membership to employees of the upper Mississippi riverway
1 17 commission.
