PAG LIN 1 1 DIVISION I 1 2 GENERAL FUND 1 3 Section 1. DEPARTMENT OF CORRECTIONS. There is 1 4 appropriated from the general fund of the state to the 1 5 department of corrections for the fiscal year beginning July 1 6 1, 1998, and ending June 30, 1999, to supplement the 1 7 appropriation made in 1998 Iowa Acts, chapter 1222, section 4, 1 8 the following amounts, or so much thereof as is necessary, to 1 9 be used for the purposes designated: 1 10 1. For payment of contracts to house female prisoners out 1 11 of state: 1 12 .................................................. $ 547,000 1 13 2. For the establishment of a 100-bed special needs unit 1 14 for women at the Mt. Pleasant correctional facility: 1 15 .................................................. $ 284,000 1 16 Sec. 2. DEPARTMENT OF GENERAL SERVICES. There is 1 17 appropriated from the general fund of the state to the 1 18 department of general services for the fiscal year beginning 1 19 July 1, 1998, and ending June 30, 1999, to supplement the 1 20 appropriations made in 1998 Iowa Acts, chapter 1217, section 1 21 5, subsections 4 and 6, the following amounts, or so much 1 22 thereof as is necessary, to be used for the purposes 1 23 designated: 1 24 1. RENTAL SPACE 1 25 For payment of lease or rental costs of buildings and 1 26 office space at the seat of government as provided in section 1 27 18.12, subsection 9, notwithstanding section 18.16: 1 28 .................................................. $ 67,500 1 29 2. TERRACE HILL OPERATIONS 1 30 For salaries, support, maintenance, and miscellaneous 1 31 purposes necessary for the operation of Terrace Hill and for 1 32 not more than the following full-time equivalent position: 1 33 .................................................. $ 12,250 1 34 ................................................ FTE 0.25 1 35 Sec. 3. DEPARTMENT OF NATURAL RESOURCES. There is 2 1 appropriated from the general fund of the state to the 2 2 department of natural resources for the fiscal year beginning 2 3 July 1, 1998, and ending June 30, 1999, the following amount, 2 4 or so much thereof as is necessary, to be used for the purpose 2 5 designated: 2 6 For the value of sick leave payout that needs to be paid 2 7 out due to retirement of personnel in the parks and preserves 2 8 division: 2 9 .................................................. $ 200,000 2 10 Sec. 4. DEPARTMENT OF PUBLIC HEALTH. There is 2 11 appropriated from the general fund of the state to the board 2 12 of dental examiners of the department of public health for the 2 13 fiscal year beginning July 1, 1998, and ending June 30, 1999, 2 14 the following amount, or so much thereof as is necessary, to 2 15 be used for the purpose designated: 2 16 For the board of dental examiners to pay the necessary 2 17 expenses of the members of the dental hygiene committee 2 18 created in section 153.33A: 2 19 .................................................. $ 42,000 2 20 Sec. 5. REGENTS COOPERATIVE EXTENSION. There is 2 21 appropriated from the general fund of the state to the state 2 22 board of regents for the fiscal year beginning July 1, 1998, 2 23 and ending June 30, 1999, the following amounts, or so much 2 24 thereof as may be necessary, to be used for the purposes 2 25 designated: 2 26 To Iowa state university of science and technology, 2 27 cooperative extension service in agriculture and home 2 28 economics, to provide immediate educational assistance to farm 2 29 families who are facing financial problems: 2 30 1. For support of farming financial counseling by use of 2 31 computer software which provides analysis of farm business 2 32 records: 2 33 .................................................. $ 150,000 2 34 2. For support of the Iowa concern hotline to provide 2 35 stress counseling, information, and referral to families in 3 1 financial stress: 3 2 .................................................. $ 150,000 3 3 Notwithstanding section 8.33, moneys appropriated in this 3 4 section which remain unobligated or unexpended at the close of 3 5 the fiscal year shall not revert but shall remain available to 3 6 be used for the purposes designated in the succeeding fiscal 3 7 year. 3 8 Sec. 6. RUNAWAY TREATMENT. There is appropriated from the 3 9 general fund of the state to the department of human services 3 10 for the fiscal year beginning July 1, 1998, and ending June 3 11 30, 1999, the following amount, or so much thereof as is 3 12 necessary, to be used for the purpose designated: 3 13 For a grant to a county with a population between 168,000 3 14 and 175,000 for implementation of the county's runaway 3 15 treatment plan under section 232.195: 3 16 .................................................. $ 125,000 3 17 The grant shall be administered by the county's board of 3 18 supervisors in consultation with the local runaway and 3 19 treatment task force. Notwithstanding section 8.33, moneys 3 20 appropriated in this section which remain unobligated or 3 21 unexpended at the close of the fiscal year shall not revert 3 22 but shall remain available to be used for the purpose 3 23 designated in the succeeding fiscal year. 3 24 DIVISION II 3 25 REBUILD IOWA INFRASTRUCTURE FUND 3 26 Sec. 7. DEPARTMENT OF GENERAL SERVICES. There is 3 27 appropriated from the rebuild Iowa infrastructure fund to the 3 28 division of information technology services of the department 3 29 of general services for the fiscal year beginning July 1, 3 30 1998, and ending June 30, 1999, to supplement the moneys in 3 31 the reversion incentive program fund as provided in 1997 Iowa 3 32 Acts, chapter 210, section 10, the following amount, or so 3 33 much thereof as is necessary, to be used for the purpose 3 34 designated: 3 35 For the replacement of noncompliant year 2000 embedded 4 1 chips in the technology and equipment of state departments: 4 2 .................................................. $ 2,435,000 4 3 Moneys appropriated in this section shall be deposited into 4 4 the reversion incentive program fund created pursuant to 1997 4 5 Iowa Acts, chapter 210, section 10. 4 6 Notwithstanding section 8.33, moneys appropriated in this 4 7 section which remain unobligated or unencumbered shall not 4 8 revert at the end of the fiscal year beginning July 1, 1998, 4 9 but shall remain available for the purpose designated until 4 10 June 30, 2001, and any unobligated or unencumbered moneys 4 11 remaining on that date shall be credited to the general fund 4 12 of the state on August 31, 2001. 4 13 DIVISION III 4 14 OTHER FUNDS 4 15 Sec. 8. DEPARTMENT OF NATURAL RESOURCES. There is 4 16 appropriated from the state fish and game protection fund 4 17 created in section 456A.17 to the department of natural 4 18 resources for the fiscal year beginning July 1, 1998, and 4 19 ending June 30, 1999, the following amount, or so much thereof 4 20 as is necessary, to be used for the purpose designated: 4 21 For the value of sick leave pay that needs to be paid out 4 22 due to retirement of personnel in the fish and wildlife 4 23 division: 4 24 .................................................. $ 150,000 4 25 DIVISION IV 4 26 EFFECTIVE DATE 4 27 Sec. 9. EFFECTIVE DATE. This Act, being deemed of 4 28 immediate importance, takes effect upon enactment. 4 29 EXPLANATION 4 30 The bill makes supplemental appropriations from the state 4 31 general fund, rebuild Iowa infrastructure fund, and fish and 4 32 game protection fund to the departments of corrections, 4 33 general services, human services, natural resources, and 4 34 public health, and to the state board of regents. 4 35 The bill takes effect upon enactment. 5 1 LSB 2407XC 78 5 2 jp/cf/24.1
