  1  1    Section 1.  Section 176A.7, subsection 2, Code 1999, is
  1  2 amended to read as follows:
  1  3    2.  Each extension council shall meet during the months of
  1  4 January and July each at least two times during a calendar
  1  5 year and at other times during the year as the council
  1  6 determines.  The date, time, and place of each meeting shall
  1  7 be fixed by the council.
  1  8    Sec. 2.  Section 176A.8, subsections 1 and 8, Code 1999,
  1  9 are amended to read as follows:
  1 10    1.  To elect from their own number annually in January a
  1 11 chairperson, vice chairperson, secretary and a treasurer who
  1 12 shall serve and be the officers of the extension council for a
  1 13 term expiring December 31 each of one year, and perform the
  1 14 functions and duties as herein in this chapter provided.
  1 15    8.  To prepare annually on or before January 31 March 15 a
  1 16 budget for the fiscal year beginning July 1 and ending the
  1 17 following June 30, in accordance with the provisions of
  1 18 chapter 24 and certify the same to the board of supervisors of
  1 19 the county of their extension district as required by law.
  1 20    Sec. 3.  Section 176A.8, subsections 2 and 4, Code 1999,
  1 21 are amended by striking the subsections.
  1 22    Sec. 4.  Section 176A.10, unnumbered paragraph 1, Code
  1 23 1999, is amended to read as follows:
  1 24    The extension council of each extension district shall, at
  1 25 a regular or special meeting held in January in each year
  1 26 before March 15, estimate the amount of money required to be
  1 27 raised by taxation for financing the county agricultural
  1 28 extension education program authorized in this chapter.  The
  1 29 annual tax levy and the amount of money to be raised from the
  1 30 levy for the county agricultural extension education fund
  1 31 shall not exceed the following:  
  1 32                           EXPLANATION 
  1 33    This bill provides that each county agricultural extension
  1 34 council meet at least twice during a calendar year.  Under
  1 35 current law, one meeting must be held in January and one
  2  1 meeting in July each year.  Other meetings may be held as the
  2  2 council determines.
  2  3    The bill strikes a requirement that the council publish
  2  4 notice of the date, time, and place of the election of its
  2  5 members.  The county commissioner of elections also publishes
  2  6 notice of the election and sample ballot pursuant to Code
  2  7 section 49.53.  The bill also strikes a requirement for the
  2  8 appointment of a temporary chairperson and secretary to serve
  2  9 at the first meeting following an election.  This provision
  2 10 may conflict with the annual election of council officers.
  2 11    Other January dates are changed to reference the budget
  2 12 certification date, March 15.
