  1  1    Section 1.  Section 483A.7, subsection 3, Code 1999, is
  1  2 amended to read as follows:
  1  3    3.  A nonresident wild turkey hunter is required to have
  1  4 only a nonresident wild turkey hunting license and pay the
  1  5 wildlife habitat fee.  The commission shall annually limit to
  1  6 two thousand licenses the number of nonresidents allowed to
  1  7 have wild turkey hunting licenses.  The number of nonresident
  1  8 wild turkey hunting licenses shall be determined as provided
  1  9 in section 481A.38.  The commission shall allocate the
  1 10 nonresident wild turkey hunting licenses issued among the
  1 11 zones based on the populations of wild turkey.  A nonresident
  1 12 applying for a wild turkey hunting license must exhibit proof
  1 13 of having successfully completed a hunter safety and ethics
  1 14 education program as provided in section 483A.27 or its
  1 15 equivalent as determined by the department before the license
  1 16 is issued.
  1 17    Sec. 2.  Section 483A.8, subsection 3, Code 1999, is
  1 18 amended to read as follows:
  1 19    3.  A nonresident hunting deer is required to have a
  1 20 nonresident deer license and must pay the wildlife habitat
  1 21 fee.  The commission shall annually limit to seven thousand
  1 22 five hundred licenses the number of nonresidents allowed to
  1 23 have deer hunting licenses.  Of the first six thousand
  1 24 nonresident deer licenses issued, not more than thirty-five
  1 25 percent of the licenses shall be bow season licenses and,
  1 26 after the first six thousand nonresident deer licenses have
  1 27 been issued, all additional licenses shall be issued for
  1 28 antlerless deer only.  The number of nonresident deer hunting
  1 29 licenses shall be determined as provided in section 481A.38.
  1 30 The commission shall allocate the nonresident deer hunting
  1 31 licenses issued among the zones based on the populations of
  1 32 deer.  However, a nonresident applicant may request one or
  1 33 more hunting zones, in order of preference, in which the
  1 34 applicant wishes to hunt.  If the request cannot be fulfilled,
  1 35 the applicable fees shall be returned to the applicant.  A
  2  1 nonresident applying for a deer hunting license must exhibit
  2  2 proof of having successfully completed a hunter safety and
  2  3 ethics education program as provided in section 483A.27 or its
  2  4 equivalent as determined by the department before the license
  2  5 is issued.
  2  6    Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of
  2  7 immediate importance, takes effect upon enactment.  
  2  8                           EXPLANATION 
  2  9    This bill strikes the maximum number of deer hunting
  2 10 licenses and wild turkey hunting licenses which may be issued
  2 11 annually to nonresident hunters.  Under current law, the
  2 12 maximum number of wild turkey hunting licenses for
  2 13 nonresidents is 2,000 annually and the maximum number of deer
  2 14 hunting licenses for nonresidents is 7,500 annually.  The bill
  2 15 also removes the allocations of nonresident deer hunting
  2 16 licenses for bow seasons and for antlerless deer licenses
  2 17 only.
  2 18    This bill takes effect upon enactment.
