PAG LIN 1 1 SENATE RESOLUTION NO. 1 2 BY COMMITTEE ON NATURAL RESOURCES AND ENVIRONMENT 1 3 (SUCCESSOR TO SSB 3238) 1 4 A Senate Resolution requesting an interim study of 1 5 issues relating to increasing the demand and 1 6 availability of renewable reformulated fuel. 1 7 WHEREAS, the state has a vital interest in 1 8 protecting the public health; and 1 9 WHEREAS, it is critical to the prosperity of this 1 10 state that the state capture the greatest economic 1 11 benefit from opportunities created by the use of 1 12 value-added products derived from abundant resources 1 13 of this state; and 1 14 WHEREAS, it is important to capture the greatest 1 15 benefit from opportunities which rely upon the 1 16 creation of synergies between such value-added 1 17 ventures, and 1 18 WHEREAS, the increased availability of renewable 1 19 reformulated fuel will promote the public health and 1 20 strengthen the state's economy; NOW THEREFORE, 1 21 BE IT RESOLVED BY THE SENATE, That the legislative 1 22 council is requested to create a legislative study 1 23 committee to meet during the 2000 interim in order to 1 24 study issues related to renewable reformulated 1 25 gasoline; and 1 26 BE IT FURTHER RESOLVED, That the study committee 1 27 consider the availability of motor vehicle fuel with 1 28 levels of octane customarily used to combine with 1 29 alcohol in order to produce renewable reformulated 1 30 gasoline; and 2 1 BE IT FURTHER RESOLVED, That the interim study 2 2 committee consider methods in order to promote and 2 3 educate consumers purchasing gasoline regarding the 2 4 benefits of using renewable reformulated gasoline. 2 5 The interim study committee may consider the use of 2 6 information designed to increase consumer awareness of 2 7 renewable reformulated gasoline at the point of sale; 2 8 and 2 9 BE IT FURTHER RESOLVED, That the interim study 2 10 committee consider strategies to support renewable 2 11 fuel production facilities which manufacture 2 12 coproducts used to feed livestock, and specifically 2 13 cattle, kept in facilities operating in conjunction 2 14 with the renewable fuel production facilities, by 2 15 encouraging local agricultural producer-led ventures 2 16 formed on a cooperative basis; and 2 17 BE IT FURTHER RESOLVED, That associations 2 18 representing motor vehicle fuel dealers, cooperative 2 19 associations, and farmers, including corn growers and 2 20 livestock producers, cooperate with the interim study 2 21 committee in order to carry out the provisions of this 2 22 resolution; and 2 23 BE IT FURTHER RESOLVED, That the interim study 2 24 committee is directed to submit its findings, together 2 25 with any recommendations, in a report to the general 2 26 assembly which convenes in January 2001. 2 27 SF 127 2 28 da/cc/26
