  1  4 RELATING TO THE DEADLINE FOR MUNICIPALITIES TO FILE ANNUAL
  1  5    FINANCIAL REPORTS FOR URBAN RENEWAL AREAS.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  Section 403.23, subsection 1, unnumbered
  1 10 paragraph 1, Code Supplement 1999, is amended to read as
  1 11 follows:
  1 12    On or before September 30 December 1 of each year, the
  1 13 municipality shall submit an annual financial report
  1 14 containing the information required in section 403.15,
  1 15 subsection 5, to the department of management and to the
  1 16 county auditor of the county in which the municipality is
  1 17 located.  In addition to the information contained in the
  1 18 report, the municipality shall provide the following
  1 19 information to the department and to the county auditor:
  1 20    Sec. 2.  Section 403.23, Code Supplement 1999, is amended
  1 21 by adding the following new subsection:
  1 22    NEW SUBSECTION.  3.  If a municipality does not file the
  1 23 annual report with the department of management and the county
  1 24 auditor by December 1, the county treasurer shall withhold
  1 25 disbursement of incremental taxes to the municipality until
  1 26 the annual report is filed beginning immediately with the next
  1 27 following disbursement of taxes.  The county auditor shall
  1 28 notify the county treasurer if taxes are to be withheld.
