1 1 Section 1. DEPARTMENT OF EDUCATION. There is appropriated
1 2 from the general fund of the state to the department of
1 3 education for the fiscal year beginning July 1, 2000, and
1 4 ending June 30, 2001, the following amount, or so much thereof
1 5 as is necessary, to be used for the purpose designated:
1 6 For general state financial aid, including general
1 7 financial aid to merged areas in lieu of personal property tax
1 8 replacement payments, to merged areas as defined in section
1 9 260C.2, for vocational education programs in accordance with
1 10 chapters 258 and 260C:

1 29 Sec. 2. DISTRIBUTION OF FUNDS APPROPRIATED. For the
1 30 fiscal year beginning July 1, 2000, and ending June 30, 2001,
1 31 moneys appropriated by the general assembly from the general
1 32 fund to the department of education for community colleges for
1 33 a fiscal year shall be allocated to each community college by
1 34 the department of education in the following manner:
1 35 1. BASE FUNDING. The base funding for a fiscal year shall
2 1 be equal to the amount each community college received as an
2 2 allocation from appropriations made from the general fund of
2 3 the state in the most recent fiscal year.
2 4 2. DISTRIBUTION FOR INFLATION. First priority shall be to
2 5 give each college an increase based upon inflation. The
2 6 inflation increase shall be not less than 2 percent. However,
2 7 the inflation increase shall be equal to the national
2 8 inflation rate, if it exceeds 2 percent, if the amount of
2 9 state aid appropriated is equal to or greater than the
2 10 national inflation rate.
2 11 3. DISTRIBUTION BASED ON PROPORTIONAL SHARE OF ENROLLMENT.
2 12 The balance of the growth in state aid appropriations, once
2 13 the inflation increase has been satisfied, shall be
2 14 distributed based on each college's proportional share of
2 15 enrollment. However, a minimum of one percent of the total
2 16 growth shall be distributed in this manner.
2 17 4. If the total appropriation made by the general assembly
2 18 is less than 2 percent growth, the entire increase shall be
2 19 distributed as inflation.
2 20 EXPLANATION
2 21 The bill appropriates moneys from the general fund of the
2 22 state to the department of education for general state
2 23 financial aid to the community colleges for fiscal year 2000-
2 24 2001.
