1 1 Section 1. Section 22.7, Code Supplement 1999, is amended
1 2 by adding the following new subsection:
1 3 NEW SUBSECTION. 39. The portion of a record request that
1 4 contains an internet protocol number which identifies the
1 5 computer from which a person requests a record, whether the
1 6 person using such computer makes the request through the
1 7 IowAccess network or directly to a lawful custodian. However,
1 8 such record may be released with the express written consent
1 9 of the person requesting the record.
1 10 EXPLANATION
1 11 This bill amends the public records law and provides that
1 12 the portion of a record request that contains an internet
1 13 protocol number which identifies the computer from which a
1 14 person requests a record, whether the person using such
1 15 computer makes the request through the IowAccess network or
1 16 directly to a lawful custodian, shall be kept confidential by
1 17 a governmental body, unless the person requesting the record
1 18 gives express written consent to the release of that portion
1 19 of the record. The record would also be subject to release
1 20 under current law pursuant to a court order.
