1 1 Section 1. IMMIGRATION SERVICE CENTERS. The department of
1 2 workforce development, through its existing service delivery
1 3 system, shall establish pilot immigration service centers that
1 4 shall offer one-step services to deal with the multiple issues
1 5 related to immigration and employment. Centers shall be
1 6 designed to support workers, businesses, and communities with
1 7 information and technical assistance on such issues as forms
1 8 and documentation, translation, language training, job
1 9 placement assistance, and resettlement. Through coordination
1 10 of local, state, and federal service providers these centers
1 11 shall seek to provide a seamless service delivery system for
1 12 new Iowans.
1 13 Sec. 2. There is appropriated from the general fund of the
1 14 state to the department of workforce development for the
1 15 fiscal year beginning July 1, 2000, and ending June 30, 2001,
1 16 the following amount, or so much thereof as is necessary, for
1 17 the purpose designated:
1 18 For salaries, support, maintenance, and miscellaneous
1 19 purposes for the establishment of immigration service centers:

1 21 EXPLANATION
1 22 This bill provides that the department of workforce
1 23 development, through its existing service delivery system,
1 24 shall establish immigration service centers that shall offer
1 25 one-step services to deal with the multiple issues related to
1 26 immigration and employment. The bill provides that the
1 27 centers shall be designed to support workers, businesses, and
1 28 communities with information and technical assistance on such
1 29 issues as forms and documentation, translation, language
1 30 training, job placement assistance, and resettlement.
1 31 The bill appropriates $160,000 from the general fund of the
1 32 state to the department for purposes of establishing
1 33 immigration service centers.
